Oh yes, they say this often. The first time a South African said this too me I asked myself: "did I ask something extremely impossible or what?" I really felt bad about it.
When I came home my colleague at the office told me that it is just a normal statement in SA. By doing this they shift responsabillities and they do not need to answer "difficult" questions if they do not want to.
If this statement would be true he would have been killed at least 10 times now! :-)
